Beijing to further standardize the minor research group tour service


In order to regulate the city's research team tourism market, the Beijing Municipal Bureau of Culture and Tourism recently issued the "Beijing Travel Agency's Organization or Undertaking of Minor Research Team Tourism Service Specifications" (hereinafter referred to as the "Specifications"). The "Code" puts forward specific requirements for the city's travel agencies to organize or undertake the tourism activities of juvenile research teams around eight aspects, such as contract performance, guardianship behavior, publicity and solicitation.

In terms of contract performance, the Code requires that travel agencies that organize minor research team tours must sign a package tour contract with the minor's legal guardian or entrusted guardian; those who undertake minor research team tours must sign a contract with the organizer Undertaking cooperation agreement. The package tour contract shall specify all matters and improve the force majeure clause in accordance with Article 28 of the Regulations on Travel Agencies, and the undertaking cooperation agreement may be agreed with reference to the above provisions. Travel agencies shall strictly perform the package tour contract and shall not change the package tour contract without authorization.

In terms of publicity and solicitation, the Code requires that the core contents of the publicity and solicitation of travel agencies, including the contents of research courses, research practice points, research teachers, as well as the arrangements and standards of itinerary, transportation, accommodation, catering, etc., must be compliant, true, clear, accurate and reviewable. It is strictly forbidden to exaggerate, blur or secretly change concepts, or abbreviate, reduce the font, vague words and other ways to falsely publicize the solicitation group, shall not deceive, deceive or mislead the minor research team.

In terms of safety management, the "Code" clarifies that travel agencies must formulate a safety management system in accordance with the age, gender, personality, and psychological characteristics of minors, and clarify the person responsible for the safety management of the research team in terms of tourism transportation, accommodation, and catering. And the division of responsibilities, regularly organize safety education and training.

In terms of qualification and quality standards, the ''Regulations'' clarify that travel agencies that organize or undertake minor research and study team tours must have no major or above safety liability accidents in the past 3 natural years, and have not been fined or more in the past two natural years.
